I should be pleased to learn how far in your Excellency's opinion the interference of the Government to regulate the practice of gaming is beneficial or otherwise to the public Morals; how far it controls the habit - and whether such interference is detrimental, or otherwise, to the general action of the Police.
Any observations or statistical information with which your Excellency may favour me, will be much appreciated in reference to this somewhat difficult and delicate subject.
